Responsibilities:

The (DSCM & SP) will be responsible for all Supply Chain Management (Materials, Planning & Sourcing) of equipment, components, spare parts, goods, and services to support TESCO plant, engineering, manufacturing, production-assembly of our Legacy, Next Gen, Custom Products that includes a wide range of over 7000 SKU’s.

This is a Hands-on Leadership “Doer” position requiring extensive Supply Chain / Materials Management, ERP (INFOR Visual) experience and Sourcing skills for Tesco components of our Test and Calibration Equipment involving PCB’s, PCB Components, electronic, electro-mechanical, transformers, connectors, wires, wire harness, sensors, displays, panels, and a variety of hardware. The (DSCM & SP) should also have a Purchasing background with Custom Equipment, Sheet Metal, Fabrication, Metal Stamping, Tooling, Precision Machining, Plastics, Injection Molding, Sub-assemblies, and Secondary Services (Painting, Plating).

This position requires heavy new product introduction activity while managing supplier relationships, commodity tactics, and custom new equipment development projects.

This role requires releasing purchase orders to suppliers, the position will directly oversee a team of buyers. The (DSCM & SP) shall ensure that all orders are entered correctly in the ERP system (INFOR Visual) and that the ancillary information related to these orders is correct and accessible for reporting.

Leadership / Management / Cross Functional Skills:

  • Develop, analyze, execute global commodity strategies, including industry trends and technologies with a goal to proactively identify new opportunities, minimize risk and protect continuity of supply,
  • Lead cross-functional teams through the supplier selection process including the communication of requirements, schedules, deadlines, strategic objectives, and risks,
  • Participate as a cross-functional team member on multiple concurrent equipment product development projects/programs to perform and optimize supplier selection, prototype and pilot purchasing and transition to manufacturing,
  • Work closely with Plant Manager, Engineer Dept. and Project Managers on scheduling materials and services based on engineering designs and schedules; participate in new product design reviews,
  • Develop Request for Quotation (RFQ) bid packages, review engineering drawings for new procured parts and subsystems, analyze and stratify quotation results to maximize business objectives;

 

SCM / MM (Materials Management):

  • Internal coordination of required call-off and delivery dates (including conditional material releases) for production materials including (in close coordination with Production, Sales, Procurement) production material, capacity, and inventory planning as well as continuous capacity documentation,
  • Permanent following up on potential shortages and/or delays of deliveries,
  • Coordination of all material supplies to ensure material availability for production purposes while optimizing stock levels and transportation costs,
  • Control flow of materials from the supplier including carriage and transportation in coordination with approved carriers from Procurement team and in close cooperation with Plant – Production
  • Monitoring of Material Resource Planning requirements, adjusting quantities where necessary,
  • Putting contingency measures in place in case of supply bottlenecks/problems and monitor their effectiveness,
  • Analyzing of stock issue trends and making strategic recommendations based on these trends in close cooperation with Production Disposition and Planning,
  • Managing the framework put in place to guarantee optimum lead times and keep the system parameters under constant review,
  • Issuing supplier scorecards to monitor and report supplier performance in terms of on-time delivery, reliability, service, and quality,
  • Managing and developing a team of operative buyers supporting the department responsibilities,
  • Liaising with suppliers to resolve performance issues in day-to-day operations in close cooperation with Procurement team,
  • Leading Procurement team with the development of procurement strategies
  • Processing returns and NCR’s (Non-Conformity Reports) in close cooperation with Production, QA, and Procurement (via Supplier Claims Management);

 

Supplier Negotiation and Contract Management:

  • Negotiate supply agreements and/or purchase orders to meet business goals and develop strong supplier relationships,
  • Plan and lead negotiations, supply agreements, terms and conditions, progressive payment schedules, and performance-based milestones,
  • Coordinate Source Inspection (SI) activities,
  • Develop and drive Strategic Sourcing Strategy: Find, Qualify, negotiate, contract preparation, implementation, and contract administration;

 

Cost Reduction:

  • Identify and execute opportunities for procurement cost reduction and supplier performance improvement,
  • Collaborate in cross-functional efforts to reduce costs, standardize materials/components/commodities, and develop new supplier technologies within Tesco’s technology portfolio;

Quality:

  • Lead in developing supplier quality metrics (Internal & External); assure acceptable quality levels and continuity of supply,
  • Resolve issues associated with supplier performance and cost recovery for quality problems;

 

Education/Qualifications:

  • Bachelor’s degree in Engineering (preferred), Supply Chain, Business, or related discipline,
  • 10-15 years SCM, MM, Sourcing experience in fast paced manufacturing environment, preferred,
  • Strong demonstrated leadership skills: 5-10 years of Supervisory and/or Management experience,
  • Expert knowledge and experience working with Material Requirements Planning (ERP) system (INFOR Visual & SmartView’s) including Forecasting, Planning,
  • Thorough knowledge of inventory management, warehouse management concepts and Cycle Counts
  • Thorough knowledge of integrated business systems, INFOR Visual (Advanced Material Planning) preferred,
  • Highly motivated and ability to motivate others,
  • Team player, ability to work under pressure, ability to work independently and take initiative,
  • Must be able to work with all team members in developing improved work processes for the department,
  • Must be able to read blue prints, mechanical drawings, understand Geometric dimensioning and tolerancing (GD&T),
  • Strong Computer skill requirements a MUST have in Word, Excel and advanced MS Office,
  • This position must have demonstrated negotiation and contract management skills and a minimum of ten years of experience in a procurement role within a manufacturing and heavy new product introduction environment,
  • Experienced in ISO 9000, FAI approval, Material Certification, UL processes, Source Inspection
